Various Certifications for Rice Export from India

Many countries ask for a Certification for Rice Export from the exporting countries like India. These certifications are essential for maintaining the quality of the rice imported into any country and to shield against any unfair act. Few of them have been listed below –
Phytosanitary Certificate or PSC
Phytosanitary Cerificate (PSC) is an official document, required by the exporting country, which certifies that the agricultural products or plants to be exported are free from quarantine pests. This certificate is given upon proper inspection of the consignments and is required by importing countries. The consignment is considered fit for export only if it conforms to the current phytosanitary certification norms of the importing country.
Same as other countries, there are standard operating procedures followed for the export of rice from India to USA also. USA brought the subject of interception of rice consignments on the basis of detection of Khapra beetle, also called Trogoderma granarium. The main reason of this concern is because Khapra beetle is of high economic threat for USA. This rule is valid even if dead beetles/cast skin of beetles are detected.
Phytosanitary Certificate (PSC) has to be obtained for each consignment before the export of rice to USA through online PQIS system. This certificate can be obtained by applying to concerned notified PSC issuing authority. This shall be done by registered milling and/or processing units. Also, merchant trader who has sourced rice for export from registered milling or processing units shall apply for this certification.
For the certification, an application has to be submitted for inspection, by attaching copy of the consignment for which certificate of authenticity is required by the exporter. The EIA will verify that the certificate of origin, invoice, packing list, letter of credit/trade, shipping/air way bill and a few more. The inspection is done by taking a small sample and testing them to ensure they are free from pests that are of concern to the importing country.
Certificate of Authenticity for European Union Countries
Certificate of Authenticity is issued by the EIC/EIAs who have been designated by the Government of India for this task. This is done for consignments of Basmati Rice shipped from India to European Union Countries. This is done as per the EC guidelines to allow reduced import duty benefits.
To obtain this certification documents such as affidavit, invoice etc. have to be submitted. The consignment will then be inspected and tested. Based on this, EIA will attest Certificate of authenticity.
The criteria that have to be certified by EIA for issuing certificate of authenticity are –
- FOB Value
- Region of Cultivation
- Surety that rice for export is Basmati rice
- Description (grade of Basmati rice)
The validity of this certification is 90 days. Once the certificate of authenticity expires, it has to be renewed.
Import and clearance Permit for the Islamic Republic of Iran
The import of rice in Iran is monitored by following some executive instructions. If any exporter from India wishes to export rice to Iran, that exporter is required to submit rice samples for testing. This sample has to be from the export consignment and has to be given to a laboratory approved/recognized by APEDA for testing.
With a certain application fee, an application has to be submitted to APEDA to get the certification. Then, APEDA issues the certificate on the basis of the inspection. If it is the case of export of basmati rice, APEDA will register the contracts of exports in accordance with the trade notice.
Hazard Analysis Critical Control Point or HACCP
HACCP certification is about focusing on the inspection of the process of food production and distribution rather than the finished product. This kind of a technique protects the food products from chemical, physical and microbiological contamination. It is an internationally accepted technique that demonstrates a brand’s commitment to food safety. This certification helps consumers gain confidence in the producer, distributor and retailer of the particular food product.

The most beneficial factor of HACCP certification is in its potential to improve the marketability of the certified products in the international marketplace.
Food and Drugs Administration or FDA for the United States
This administration or agency is responsible for protection of health of the American public by inspecting certain food, drugs, cosmetics and radiation emitting products. The products are not just inspected after they have reached the market, but some products are inspected after they are already in the market. For any product to reach the U.S interstate market, it has to be FDA certified.
SGS or Société Générale de Surveillance (French)
SGS is an international inspection and certification agency that works to improve the quality of food that is distributed, retailed or imported as well as reduces the risks of hazards it can cause. This certification provides the much needed assurance to the consumers and importers. This certification strengthens buyer’s reliability and trust on the seller.
If SGS is appointed for inspection, the costs have to be paid by either the buyer or the seller. This depends on the agreement between the two. For SGS certification, inspection of production methods and premises is done annually.
Non-Genetically Modified or Non-GMO
This certificate is given by a third-party witness who ensures that the producer given product is not genetically modified so that the consumers are assured that what they are putting into their bodies is healthy. This certification program is done for quality control and to check GMO status of the production. This certification enhances customer trust on the brand and make them unworried about what they are consuming.
British Retail Consortium or BRC for the United Kingdom
BRC is a global standard for hygiene, food safety and quality systems. This certification is a proof of one’s commitment to consumer safety. SGS is has global network and offers certification audits everywhere in the world. BRC is a standard recognized by Global Food Safety Initiative (GFSI). This standard guarantees that safe and legal products, meeting the quality requirements have been produced.
It is a leading trade association for United Kingdom retailing. It follows the principles of ISO 9000 that includes maintenance of the buildings and and equipment, cleaning, pest control, waste management, allergen management, product packaging, product inspection and testing as well as sets out standards for staff training and personal hygiene.
